As believers, we are adopted into God's family - and this is our identity. God's adoption is unchangeable, and our righteousness is with Him.
We see two ways that God deals with sinners - first, by His judgment (v. 9 - 10). Righteousness is behaviour that is right according to God's standard - but there is nobody that measures up to this. We are born sinners, and we love sin unless Jesus Christ changes us.
We see God deals with sinners by his grace upon then (v. 11). All who believe in Jesus Christ have been thoroughly washed from their past by Him. An unrighteous person becomes righteous by God crediting them with Christ's righteousness through faith.
