Belief in Jesus requires a response, not just mental assent. Faith is not a static thing, and requires obedience.
Belief in Jesus requires confession. Thomas had believed in Christ, but was overwhelmed with grief and failed to believe He rose again. We all have the choice whether or not to believe, but Christ demonstrated His great love for Thomas by appearing a second time to the disciples. And here we see Thomas' great confession that Jesus is his Lord and God.
Belief in Jesus requires submission. God has revealed Himself in the Scriptures, and we trust in His sovereignty. People are brought to faith by hearing the Good News, and so we need to share it if they are to believe. We all have the evidence we need to believe, but will we?
